She was director of the Women in Public Service Project and the Global Women’s Leadership Initiative at the Woodrow Wilson International Center for Scholars. De Silva de Alwis earned a bachelor’s from the University of Colombo in Sri Lanka, and a master’s and a doctorate from Harvard Law School.
