JUSTIN MOSES has been named vice president for operations at Norfolk State University. He previously served as associate vice provost at Virginia Commonwealth University (VCU). Moses holds a bachelor’s degree from the University of Michigan-Ann Arbor, a master’s in higher education from The Ohio State University and a Ph.D. in educational leadership from VCU.
